In a GC 1.03 yesterday, Brazil revolted from Portugal. When I checked on the new country, Brazil consisted of two non-adjacent territories, both level 1 trading posts, no capitol.

then somewhere else is a colony with their capital city. I'm quite certain it is impossible for a country to be formed without a capitol city.
