In my game a fanatic purifier neighbor of mine had an AI rebellion. The rebellion conquered some worlds but suddenly its fleet power tanked. I clnsoled over and looked at why and saw that they were running a massive deficit of enrgy and minerals due to not having enough pops to work their planets and having to pay all the maintenance.

The obvious solution to this is to add a big bonus to pop assembly speed with the rest of their bonuses.

They need set up their starting economy properly. Give them enough pops and buildings to sustain themselves and their fleet. Or at least a significant part of it. That's better than relying entirely on artificial bonuses

Their existing bonuses aren't enough to cover their deficit (not even close). And they don't receive a bonus to alloys. Just minerals and energy.

Another issue in that game was that their organic pops hooked into the matrix need food. Which they don't produce. That may be why there wasn't enough energy. Not sure how that works exactly. And it caused massive stability and crime issues.
