In my current save as Scandinavia, I have yet to notice the AI support rebels (at least in my country).

Yeah, I don't see them do it.. they do send spy's to make claims against my country but I don't see any foreign funded rebels popping up that are not funded by me..

Likewise.. Aragon isn't supporting rebels in my country, but hell they are making claims like there's no tomorrow

Yeah i'm playing on hard AI. You can't see the ai covert actions without discovering them.. and if there are no rebels in your country, they can't support them, however I havent found any proof of the AI doing it on other country's with big unrest, seems rebels there pop up because they are really angry, not because they are getting paid to be very angry by AI

I find the support rebels a little cheap, if I know that a country has just been conquered, I will support rebels in it at a low amount and know I am getting a free ally/good relationship out of it.
