AI question/problem

I have made a soviet civilwar of sorts and siberia and primorsk are liberated only to be conquered by retreating chinese comunists in mongolia
but whenever they are liberated japan and manchuria declare war on primorsk and it is annoying
i looked at the ai files and the ai events and found no reason why
so why????
does any one know why

another similar thing has happened
the soviets are in civilwar and china declares war on them!
this is real unexpected china has no claims on the SU
(japan has claims on primorsk)

I could pretend to understand the AI but the thing is based on random chance isn't it?
