just had Cologne offer to sell me Utrecht which i got for them in a war not long ago. i didn't see anything in the patch notes about province selling but i've never seen the AI offer up provinces before so it was quite a shock
1 thing i noticed is it was cut off from the rest of their provinces and they couldn't core it and also no claim so maybe if it can't be cored the AI tries to get rid of it

I just wish it was possible to offer to buy isolated provinces. In my current game, Norway has a single province in the new world, while I have all the surrounding ones. However, as I'm based in the New World, it isn't really feasible for me to declare war for that single province, and because it was a colony, it auto-cored, so Norway would presumably never offer to sell it. Somewhat annoying.
You can always declare war for Norway's isolated province, occupy it, and let war score tick up until you can annex the province in question. If Norway's capital is still in Europe, then the war score for a single colonial province should be miniscule.
