When I occupy enemy systems, many of them have several commercial zones. I don't think I've ever found a gene clinic.

Maybe I am missing something, but is the payoff of a commercial zone even worth it? They help with amenities and trade, but energy less useful to produce than alloys or consumer goods, and there are other more cost effective ways to get amenities.

Or am I just clueless?
