Florence should have a chance to ally the Papal States or at least to make use of their +2 papal influence tradition.
An "historical friends" modifier is probably a bit too strong, but not unthinkable due to the medici Family frequent control of the papacy during 1500.
As it stands the Papal States always rivals Florence at the start of the game, killing entirely the +2 papal influence bonus.
The player can somewhat turn this around by eclipsing the papal states to the point of making the Pope not a possible rival or by vassalizing/annexing it and then releasing, but it is a pretty rundabout way to be able to actually use half of the starting traditions bonus, also the AI is incapable of making it work.
If this is not possible, the +2 papal influence bonus should be moved in a later idea slot (maybe even in the ambition spot) and the order of the other ideas tweaked a bit since a tradition bonus is supposed to be handy at the start of the game.
