AI: nukes and rockets...

I've played this game often and as many different countries, and I've never seen the AI build a rocket test facility or a nuclear reactor, let alone build rockets and/or nuclear bombs.

Is it just me? I typically play at "Normal" difficulty.

Never seen it happen either, plays too on normal

In this game, the AI never builds or researches any of the nuclear-related techs.

Neither will it research "ahead of schedule", as humans can do. Knowing what's coming in Land Warfare Doctrine, beat the US early, IOT save the pain.

Just don't do the Alien Invasion. Heh.

They do build nukes and rockets in Darkest Hour though.
