Situation is as follows:
The issue is, to declare the war without -1 stab for having RM with the defender (or just because they stopped liking their former ally), the AI break the RM. This makes them lose 1 stab anyway for breaking RM, and lose the "Claim on the throne" CB.
So instead of succession war, the result is: broken alliance, -1 stab, loss of prestige and relations because of claiming the throne. The can't get a PU this way, unless the other side breaks the RM first - then they keep the claim.
Here is an example:
- Christian country AI has an alliance and RM with another christian country.
- Their ally has the same dynasty and no/weak heir.
- AI claims throne, gets "Claim on the Throne" CB, becomes domineering torward the ally and break the aliance.

After 1 month France looses Claim on the Throne CB
Provance still doesn't have an heir - France breaking RM is the only reason for losing the claim
If Provance broke RM first, France would keep the claim.
