I'm playing U.s and the UK is at +200 towards me and I've offered a non-aggression pact twice now that was denied...my country even has similar politics as there's does...is it even possible to get the AI to sign?

No. Some of the countries are scripted to not accept non-aggresion pacts e.g Soviet Union. In fact I've jound very few countries that will accept NA pacts unless it was historical. And besides I don't think you really need a NA pact with USA when your UK 
Why does the game offer you the illusion of being able to start a NA pact if they happen automatically at certain times?
Do you see percentage chance of accepting NA pact? If not, it's high time to patch up your game to version 1.3. IIRC, the chance of AI nations accepting is around 20% at 200 relations.
Ummm...I just got HoI2: Complete off Steam. It just came out like 4 days ago. I don't think Steam has released the patch yet and it doesn't say the percentage by it....
