I recently noticed at least some AIs have a tendency to deploy newly built naval units to ports lacking a naval base, resulting in the new unit lacking a home base and thus being out of supply, unable to gain any org. These units then stay there until moved by force (a human using military control or fullcontrol, or retreats from carrier strikes), possibly due to not having enough org to be allowed to leave port.
Examples are PHI deploying new units to Palawan (1735) and ENG to Stornoway (3) - the latter seems to mostly be transport ships.

Which Scenario is this happening in for ENG ?

Philipines has no base set in its AI file, could perhaps be therefore. Weird with UK though

I have seen the German AI using the same navalbase in 1941 scenario as in 1936 scenario. Difference is that there are no navalbase in Rostock In 1941 scenario, it is in Stettin instead. So after a couple of months, the 50% of the german navy is stuck in Rostock waiting to be repaired.

I've observed that problem with the Philippines for a long time (since HOI2). You can also include in for Philippine specific bugs that in DD-A the land connections for the various islands was lost. This results in the Philippines not having access to the resources not in the island containing Manila.

Edit to remove my confusion over "new".
Edit2: at least I am fairly sure its been in there that long, I don't play the US very often and basically that is the only real way to see it. Also, what is odd is that if you change the base of the initial units to Manila all subsequent new builds by the AI will be there. It seems to use the last base that you rebased something to, as I had all the new builds showing up in Clark's field after rebasing some subs there (I gave the 2 level 1 subs the US starts with to them).

Strange, when I play the USA they only deploy to Palawan even if I bother to rebase their ships.

I think that is why you see this.

When no base is set in AI files, the AI will probably put new units in the Province with lowest ID. That is usual AI behavior in many areas.

Workaround could be to have a lvl 1 navalbase in province with lowest ID with port for all countries with no bases set in AI file.

Otherway to solve this would be to have atleast on base set for all countries. Which would probably have the effect, that you will have to specify several bases for mayors like UK.

Odd...only the first batch showed up in Palawan. After that the 2nd, 3rd and 4th Squardon's all showed up basically in the last port that I had issued a Philippine naval unit the "rebase" order to (Clark's Field) in this case.

Or, to allow any form of AI flexibility, specify each province with a base at scenario start as a base for that AI, with all the negative effects that entails.

It's extremely silly to have the AI deploy like that and should be quite easy to fix.
