AI never becomes market capital

Xbox, all dlc, 2.6 and Hotfix 1

I think it was the same in 2.3 but ai never became market capital. When I nominate my planet even with almost no trade value I always win. Does AI never use the decision on any planet?

AI did become market capital on 2.3. Can't say now, not enough games played yet
