AI needs to be *much* more aggressive with killing rebels

This issue has been largely unaddressed for many patches. Yeah, it appears in patch notes on occasion but it's never been truly fixed. And please don't tell me to restart my game; I've tried already with this specific example, and I've tried with other similar situations. Generally that doesn't resolve the issue.

So often I see situations like the one below in my screenshot; a country is totally capable of defeating occupying rebels, but chooses not to for reasons unknown to me. As a result countries unnecessarily lose valuable clay.

In the example below, you can see Venice has an 18 stack of troops that could easily wipe those 11k Bosnian separatists and those 10k heretics back at home. Instead they would rather "consolidate" (see aiview tooltip) for years at a time and not attack those rebels. They've literally just been sitting there for near 3 years doing nothing.

If this issue could be ironed out in 1.25 I would be extremely grateful.

Post it in Bug Report section with a savefile if possible. Idk why someone disagrees. It's a very common bug, but that does not make it intended AI behavior. Devs are very happy to see specific instances of AI acting stupidly, because they actually want to fix it even if some oddities remain for patches.

Well, also it is 16-2-0, which is a pretty terrible army composition... rebels usually have better ones :D

Dealing with rebels in early stages of the game can get a bit ridiculous though, as the dice rolls can screw even the best odds... But yeah, 18 vs 11 is a bit too much.

Yes, though I suspect it’s coded to be somewhat conservative to avoid having opportunistic neighbors jumping on them if they take too many casualties. But it does seem a tad too conservative.
