This issue has been largely unaddressed for many patches. Yeah, it appears in patch notes on occasion but it's never been truly fixed. And please don't tell me to restart my game; I've tried already with this specific example, and I've tried with other similar situations. Generally that doesn't resolve the issue.
So often I see situations like the one below in my screenshot; a country is totally capable of defeating occupying rebels, but chooses not to for reasons unknown to me. As a result countries unnecessarily lose valuable clay.
In the example below, you can see Venice has an 18 stack of troops that could easily wipe those 11k Bosnian separatists and those 10k heretics back at home. Instead they would rather "consolidate" (see aiview tooltip) for years at a time and not attack those rebels. They've literally just been sitting there for near 3 years doing nothing.
If this issue could be ironed out in 1.25 I would be extremely grateful.
