Playing as Milan I invaded Mantua with the intention of annexing it

I destroyed their army and fully occupied Mantua

Mantua refuses to accept my peace offer because it's ally Brandenburg is at full strength but cannot actually reach me due to apparent inability to move through the holy roman empire

Now I have to steadily get military access through the whole stupid empire in order to march to Brandenburg to win the war

This is stupid

Well, see it like that : Brandenburg could manage to reach you in the following years or Mantua could ally someone which would save it from doom. I would say this seem realistic.

I think "punishing" is the idea. Don't wage war if you are not ready for the wait or fight the entire alliance.

The entire alliance is a nation that can't even reach him, let alone fight him.

Honestly I'm more bugged by the whole "nations half a year later will magically join against you because why not" issue. It's historically sound, but I don't like the impact on gameplay that it has.

If there were no downsides to being in a war which is functionally peaceful (i.e. no fighting at all) then this wouldn't be an issue. But it's stupid that we have to lose 5 years of war exhaustion reduction, autonomy lowering, and other benefits that come from the legal status of being at peace just because some country on the other side of Europe which can't even reach the player decided to enter the war.

You have to realise that you did not just declare war on Mantua, you have declared war on it and all its allies. That you can't be bothered to waddle your way through Germany doesn't change that.

Do you have any allies? Maybe try and make them take out Brandenburg.

A random ally halfway across Europe should be something that you SHOULD be able to disregard. It's an absurd notion that an OPM couldn't be annexed because Aachen or Brandenburg decided they want to help out. I think the mechanic is sound, it just needs to be reduced by a couple years. Honestly I think the no warleader change policy might've gone a bit too far, Austria or France should definitely be taking over for the wars of OPM allies, at least none player ones. But that's a hard balance between forcing the player to deal with unpleasant warleader changes, and not allowing the skirting of major wars by annexing OPM warleaders.

You could imagine it as the mantuan goverment in exile staying in the court of brandenburg until they can regain their province, hence continuing the battle long after mantua was originally occupied. Using this logic it kinda makes sense that the mantuan court, in brandenburg, would decline a peace offer that would effectively end their rule in favour of trying to hold out a bit longer.

The idea was to prevent people from Ninja-sieging a country and keeping its stronger allies from actually being able to mobilize. The problem is that more distant allies, often whom can't reach them anyway, force the player to have to wait five years for no good reason. It's a big issue with the current system, but I honestly don't know a way around it without going back to what we had before (which is less than ideal).

I think this is a bug. If you fully occupy a nation, but it has allies (NOT CO BELLIGERENT), you will NOT have 100%.
However, if you reload the game, you will have 100% (fully defeated).

I don't know if it's a bug one way or another, but reload your save, and it'll be fine.

Why would you turn mantua of all nations into a march? It's tiny and has no special NI right?

If it's early in the game those extra troops and defense can be quite useful depending on what alliances have formed around you. March status can be retracted and you can annex later. I like vassals paying for my troops, just a personal playstyle preference for me. I don't stress over min/maxing every decision.

The idea was to prevent people from Ninja-sieging a country and keeping its stronger allies from actually being able to mobilize. The problem is that more distant allies, often whom can't reach them anyway, force the player to have to wait five years for no good reason. It's a big issue with the current system, but I honestly don't know a way around it without going back to what we had before (which is less than ideal).

Possibly accelerate the timer when there is no fighting. For example, each month with 0 combat and 0 sieges shortens the timer by an additional month, so that in the extreme case it might lower to a little over 2.5 years.
