I think it's the "defensive.ai" default AI, or rather, if you're referring to majors, the country-specific defensive AIs.

For example, after Germany has occupied most territory in European Russia, Soviet Union gets a "holy crap we're gonna die AI" that makes it produce masses of militia and nothing else. Same for Italy et al.

EDIT:
for Italy: Allies control North Africa and land in mainland Italy.

for Germany: USSR controls Warzow (sp?), Allies control Paris, and the US has entered the war.

for Japan: US lands on main islands.

for France: at war with Germany.

AFAIK these are the only ones with defensive militia-mad AIs, not sure about other countries.

A little more help

I'd like to fix the USSR to prevent it from doing this, but I honestly don't see the difference in the AI files. Could you be a little more specific?

Sorry, I'm pretty sure that Tambourmajor is mistaken.

Militia count as part of "infantry" in the AI files and the balance of militia to infantry built at any given time is hardwired. I don't think there's any way to tweak the proportion yourself.

One thing you CAN do is edit the militia unit definition or give it techs to make militia stronger and cost more ICs and more time. Then (a) the AI can't build as many, and (b) what the AI builds will be higher in quality and closer to being like real infantry. If you think the AI is hurting itself by panicking and building too much militia, this is the direction I would go.
