Is it normal now that AI Mameluks have both Exploration and Expansion??

Yes. Higher chance of getting an explorer on their throne and more dev to survive to the point where they can start exploring.

Happened in the last few patches.

Ive only seen it as a means to escape the Ottos once it lost most of its territory, they even become tributary to Ming sometimes, they usually colonize Indonesia until a local power or a european annexes them.
