One thing that bothered me in EU1 is that I always waited until Jan1 to get peace so that when I aksed for money there'd be some in the local treasury. I know this is some kind of tool to defeat someone DoWing Cologne every 5 years and getting 1000d for free. I've never agreed with coding to beat cheating since it results in making non-cheating players suffer.

In this case, I can get many, many peace stars ask for 500d and wind up with 3d. Now what kind of deal is that? This is one reason, I think, that humans take land and not cash because they at least know they will get province X when they ask for it while with money- who knows what they'll get. States at this time were oftened burnded with overlapping loans and I find nothing too odd about someon taking out a loan to buy their way out of a war since reparations were part of many peace settlements.

I think I see a solution to this. Simply force the person who can't pay up to take a loan to cover it. Now, to block the chances of the take one province minor's territory and take 1000 d, make it also that if they can't take out the loans, they go bankrupt and you get ziltch. That, or allow the tributer to be paided in full or paid over a certain amount of time (and again, if they go bankrupt, you get nothing from then on, but you do get a CB on them)

Even better, the loan should come from the winning country. That way the losing coutry could refuse to pay some years later which would constitute Casus Belli for the coutry that won the first war.
