Hi,
Playing as Despot of the Byzantine Empire. The AI emperor declared holy war for Aragon, however seems unable to send any troops over to fight the war. Levies are raised all throughout the empire, they are marched around for a bit, then dismissed and reraised. Only a small number of ships are raised and they are sailed around the Mediterranean and then dismissed. Cycle has repeated itself probably a dozen times and the warscore gradually ticks down as no counties are conquered.

Played through 150 years as a vassal and have not experienced this issue with the AI emperor before, including in previous wars on the Iberian peninsula.

Is this a known bug that will be fixed in the next patch?

Yeah, the latest update to the beta patch sorted out some issues with AI raising and lowering its levies. Should be better now. Hopefully you guys can get us some more feedback on this, in case more work needs to be done. Either way, you can opt in to the beta if you want to use the patch, or wait for us to put the patch live. :)
