Here's a planet that I just started to bomb I wanted to check what the AI had on it before I destroy it all so I looked a bit at it and saw 3 big things.
1) Unemployed pops - Lots of buildings that don't offer enough jobs
2) Crime due to said unemployed people
3) THE BLOCKERS ARE NOT CLEARED ON THE PLANET!!!
All his problems would be fixed if only the blockers were cleared but alas, the AI is too stupid to realize that he could be building enough stuff for his pops to work in thus not resorting to crime if the damn blockers were cleared. This is mid-game too so its not like he wouldn't have the tech for it...

Oh and here's the cherry on top, on the other planet that he has he has 4 precinct houses despite not having ANY crime whatsoever. I think the AI believes crime is cross-planet.

The best thing the AI devs could do is just take random savegames from other players in mid/late-game and enable all-sight and look through all the AI planets to see what kind of idiotic things they do.
