What determines what option the Emperor will pick in an Imperial incident? I'm playing as France and the Burgundian Succession just happened, but I'm not rivaled to Austria (current emperor) while having a modest 100 opinion with them. Initially they had selected the "Make concessions to France" option (maybe by default, I dunno), but they shortly switched to the "Integrate Burgundy into the Empire" option. Is there any way to influence what the Emperor picks while in my position?

I think Emperor's relative strenght to and opinion of France determines the decision. If the Emperor is too weak and/or friendly towards France, he doesn't press on
