I haven't played 1.19 yet and can't say if anything changed. However, my usual comment is: You can always find a situation where the AI behaves stupidly, upload to bug forum if you can catch it in a save, then AI programmer can evaluate whether it's worth fixing that particular case (compared to the myriad of others impacted).
A known issue with 1.18 AI was its indecisiveness in going after war goal and besieging forts in enemy territory. The reason for it being made that way at all was because it made sense for AI armies to try to stay alive given the severe penalties for sieging in hostile terrain. However, in the limited development time available it couldn't be perfected and it really needs to be continuously improved to be kept up-to-date with rule changes anyway.
