AI hardcoded to prioritize administrative idea groups?

Out of curiosity, if you literally switch the ideas, so that ADM are DIP, DIP are MIL, MIL are ADM, does that change anything?
(so Religious would be paid for with DIP, Exploration with MIL and Quality with ADM points)

Is it SPECIFIC ADM idea groups that are over represented in your samples? Or more "all over the board" ?

Nope, nothing changes.

Meaning they continue to pick ideas that cost ADM, or meaning they now pick the ideas that are normally called admin ideas (religious etc.) but that are now paid for with DIP points?

I basically discovered this independently a few weeks back. I've held off on changing it until I can get a confirmation from Wiz on whether it's WAD for some reason.
