In a couple of games lately I've noticed minor nations suddenly getting units. For example: Saxony, who according to the ledger and rival function had no army at all (recently being beaten in a war) so I attack them and siege all provinces, then a stack of 9000 comes out of nowhere, the ledger said before the war that they had 3000 manpower and were in debt. Similar things happened with Munster when I was Burgundy, Byzantines when I was Venice and someone I cannot spell when I was Bengal.
Is this an event, the ledgers being faulty or what?

ai is very loan happy, probably all mercs. Only nations that I know of getting troops by event are scotland, poland, and maybe muscovy (in euIII I think they did)

The AI will sometimes borrow all the way to bankruptcy. Bankruptcy is quite amusing to watch when it happens to a country you don't like.

Can mercs be recruited when all provinces are sieged? I thought they still had to come from owned provinces?
Though loans and mercs would make sense.

They can't. However they could still hire mercs in provinces occupied by them. There's also an event which gives you 4 infantry units for free. I don't know it's exact trigger, though.
