The worst part is, if the AI does come up with a delivery system, it will probably drop those 50 atomic bombs on the most "vulnerable" target (the one that's already heavily damaged by repeated STR attacks), one at a time, all 50 of them on the same target. Apparently, the target calculation uses "total IC" rather than "functional IC" as a determinant, versus the AA defense of the target, as a way of choosing. Whatever criteria it used to choose the target the first time around will still be valid, despite the "effective IC" being reduced to "0".
Moral of the story: Never trust an AI with a Nuke.
