I'm not 100% sure this is a bug, which is why I'm posting here. I'll make a proper bug report if need be.

Playing as anarchist Spain with historical AI focuses on, haven't done anything too outrageous yet. France is guaranteeing Poland and in the allies faction. So far, so historical. Germany declares on Poland, Britain joins the war on Poland's side, and France. . . drops the Poland guarantee. And isn't CTA'd by anybody in the allies faction. So Germany annexes Poland, eats the Low countries, and goes to war with Scandinavia. And France sits there, not at war with Germany.

This doesn't square with what I remember from history, and doesn't seem like the intended mechanics. Can somebody confirm whether this is, in fact, a bug, and whether it's a known one (I.e., devs have said they're working on it) or whether it'd be worth a bug report?

In general, if the plaer leaves the historical path, the AI isn't forced to follow the hicorical path either.
I don't think that your choosen "country" is a historical one, so the AI plays "sandbox" too.

The AI may alter a few things, but will still follow a more historical path if the historical setting is chosen. The question is, was the Historical box checked, or was France simply told to follow the historical Democratic path in the game rule settings. If the case was the later, then the AI will definitely be more free to respond to player changes. Most of the updated nations no longer have a set list of historical focuses - they have an algorithm. Germany & Italy still have set lists.

I don't think that your choosen "country" is a historical one, so the AI plays "sandbox" too.
I would phrase this the opposite way. There are non-historic scenarios that, if taken by the player, allow historical ai to abandon their historic path. Those are not any and all non-historic scenarios, they are specifically referred to in the code and in many cases, what to do historically if such a scenario is selected.

That is to say, something like Colombia going rogue and uniting all of northern South America under their rule won't change historical focuses, but ousting Hitler will.

That's helpful in regard to the historical focuses, but what I'm really wondering about is the AI not getting or not accepting a call to arms from 1) The nation they have guaranteed, or 2) their faction leader/other faction members.

I only brought up historical focuses because the obvious first question otherwise would be, "is france not in the allies/not guaranteeing Poland/flipped to a different ideology/etc."
