Has anyone else experienced the AI spamming forts? In 1860 in my game as Prussia I have only built one new one and all of France, Austria, Belgium, and the Netherlands are entirely covered in level 2 forts.

Gameplaywise it makes perfect sense so yes I taught the AI to fort spam. If you don't like it then it feels like the argument should be about the mechanics of forts which makes fort blanketing necessary.

this is especially a problem with france and UK. they look like wooden boards with ridiculous amounts of nail on them

The higher level forts should just be much much more expensive, lvl6 fort 500k $ or something in that range.

Maybe 1 per state unless the state has a land border with another nation, then every border province is eligible? Would it be possible to not allow movement out of a fort province (except from the province that you came from) until it's captured? Tanks could allow you to bypass them if you have them present.

I don't mind fort spamming, but I do wish I could turn the visuals for forts off - it really clutters the map...

Easy enough to mod. Simply go to your game directory. Then common then buildings then find the entry for forts towards the bottom. Will look like this

Really? It makes the map really ugly... and I would say that most players don't cluter their country with forts... so it would be even.

Actually I fort spam as soon as my economy can take it, first it slows down the rate that rebels occupy at giving me more time to clean them up. My standard method of rebel cleanup is to give 2 or 3 stacks(as appropriate for the size of my empire) of units rebel killing duty and station them in the trouble spots, then when a rebellion pops up I pause and queue up enough move orders to clean up the rebellion and get the rebel killing stack back to his post.

Second, the AI doom stacks far less than it used to in the base game, even china spreads the manpower around. Trading territory for tactical advantage when engaging enemy armies is a very powerful tactic. Hundreds of units might invade in aggregate but if you back up and give them some territory to occupy they'll split up into nice bite sized pieces for you to gobble up while the rest of their army is busy sitting on your forts. Higher level forts make them suffer more attrition, and take longer to occupy. Ideally you finish the fight you pick before the occupations finish so you don't have to deal with reinforcements joining in.

The visual indicator of fort levels is helpful when making decisons, and knowing what needs upgrading. My problem is that fort level 5 and 6 look identical, I'd love it if there was a distinguishing feature that let me know at a glance if the fort needed an upgrade or not.

There's no reason not to fort spam and every reason to since it gives you major advantages in war and against rebels. I agree it's ugly but that's a problem with the mechanics and/or graphics, don't blame the AI for playing the game correctly. :)
