Has anyone seen this happen? My current game as Porto i was hoping to for the Kingdom of Portugal under the rule of a Galacian Empiror, but was hoping to do this without having to actually make the empirer myself.
They will, but its mostly rare as it requires the AI put together 80% of the de jure Imperial land on their own. Its a wee bit common with Persia, as all it requires is for the Seljuks to cultural flip to Persian.
I've seen Scandinavia formed a couple times. The money/piety costs almost always seem to hold the AI back when they acquire the needed lands. It's pretty painful to watch the AI semi masterfully set itself up to make an empire then for the ruler to sit around 200 gold and piety his entire reign.
The AI is usually too stupid to form an empire. I've seen Navarra conquer the entirety of Hispania yet not for the empire because they wouldn't create another kingdom title.
The AI is way too stupid to make a coherent initiative to unite an Empire's lands. AI is far too concerned with taking individual counties all across the map rather than focusing on expanding their core homeland.
In my first game as Scotland, France conquered England and parts of Iberia, then formed Francia and conquered the rest of Iberia. Just my luck, I was hoping to form Britannia, but with that behemoth ruling England... Luckily there were still assassins and the instability they can create
