I don't agree, for several reasons.
1. Each AI must be loaded up so that uses more memory, albeit very little for each one indivisually, as a whole that could be a lot. Right now unless a country has its own, it will go with one of the generic ones.
2. Many revolter nations historically never appeared or were extremely short lived. 'Ultra French Catholics' is an example. Other than perhaps wanting to go after their country of origin (which would be likely anyway because of proximity), where would they try to conquer? whom would they try to ally with moreso than others (esp after the EoT)?
3. Its a major undertaking and since eep is still a work-in-progress, those AIs may become obsolete or hazardous because of shifting nations and borders. Correcting a few because of changes isn't as difficult as correcting a whole bunch because of a few minor changes.
4. Most of the nations now run as well as can be expected given the province layout situation and game engine.
Now if you see that some nation routinely acts strangely and doesn't have an AI, that may warrent an AI for it, or it may mean altering ones of its neighbors AI or altering something else.
