I noticed that only one of the major AI's (USA out of ENG, ITA, JAP, SOV, USA) in my 1939 scenario game researched a land doctrine. Curious, I looked at the 1939 AI files, and discovered that none of them had land doctrines as prioritized techs.
Reviewing the techs, I noticed quite a few more oddities. England and Germany might want to research interceptors and static anti-air, for example, and England might want to research naval vessels, destroyers in particular. This part of the file is worth a thorough review.
