i would imagine that the AI would follow roughly historical variants, with a degree of wiggle room so its not literally the same thing every time. For example i imagine german AI would be putting out variations of Tigers with even better ARM or some such thing.

same for division templates i'd suppose. i can't imagine it would be completely free-form, otherwise you might end up with some real silly divisions.

of course i have no concrete evidence for these statements at all :D

Yeah, but I think you're right : the dev must have implemented some "paths" for the AI variants/templates designing, with a little bit of randomness.
