AI empires not using their fleet

During my Stellaris 2.2 Megacorp play through, my defensive ally, was attacked, by an enemy federation.

The problem is NONE of the AI empires would converge their fleet to attack me or my ally, all the AI fleet on both sides only stay in their empire on automatic patrol duties, (and their empires has several pirate bases, so they don't even care about pirates outside of their patrol routes).
The fleet of the AI empire would only react if their own space station are flipped.

So is there a way or even a mod that disables the AI's pirate system and automatic patrolling?

Another problem is that the AI fleet never upgrade their current fleet, they only build ships with higher tiered weapons after they were destroyed in a war.

You'd think Paradox would fix all these minor problems in any of their dozens of updates.....

I have the same problem. I am in a federation, my ally was attacked, but did nothing to defend himself. My fleet alone can not help, and my ally still has control of the Federation fleet. That's really annoying.

I have the same problem. I am in a federation, my ally was attacked, but did nothing to defend himself. My fleet alone can not help, and my ally still has control of the Federation fleet. That's really annoying.
yea, I don't remember having this problem before the 2.2 update, it probably have something to do with the obsession of AI with automatic patrolling

The patrol behavior seems to stop at some point during some wars. I dunno why maybe it is because at least total war can remove one end point of a patrol path.


Fleets also stay rather tiny but that might be an economic thing.
Genocidal civics seem to build the most ships if they manage to conquer the homeworlds of other empires. A DE in one of my games got 700 energy per month from just one purged planet in my current game and started expanding its fleets afterwards. With how purging works now this energy boost is going to last a long time.

I was in a war with two federation allies and one of them attacked the enemy while the other just kept patrolling. The AI could easily take some border systems that it had claims on but chose to ignore its own claims and patrol next to them instead. I hope this gets fixed soon.

I'm having a really weird issue where the AI just sits in their Empire Capital for the duration of the war, making no effort to engage me or to retake lost systems.

Issue already reported.. it doesn't happen every time and it seems related to "something" in: patrol, pirates spawned, ongoing upgrades :(, ongoing fleet grouping (as in: every empire I found with this issue shown also these behaviours) .
