AI empires not floating >500 energy in 2.6?

2.6.x really crippled the AI ability to expand and upgrade -- it gets super dumb when AI empires are at breakeven energy

Energy is almost always is the best deal now, judging by goods price on galactic market. Paying less than 1:1 ratio for minerals is my norm now.
