Correct me if I'm wrong, but didn't Victoria 2 or Europa Universalis 4 have a system where, if the diplomatic opinion between your nation and an AI one is too high, you cannot declare war or act agressively towards them?
Maybe something similar is going on here?

That is in fact in Victoria 2. Can't declare war or fabricate CB against a nation with over 100 relations(caps at 200). Also can't ally if you have any negative relations at all.

Yeah I'm just wondering what the point of computer players having an embassy with the human player is.

It's a good baseline to see if the other empire wants to become allies with you or not. I have a feeling it will also bring attention to those empires as the player may not have considered allying them.

If an AI improves relations in EU4 it usually means they want to ally you or they are scared and don't want you to attack them. Before in EU4 both sides had to have positive relations to maintain an alliance, something humans like me forgot, but not something an AI would forget.

Besides, if they couldn't do it you would have to limit their number of relations dependent on the number of players in the area, and it seems just easier for them to send it to humans screw the actual utility.
