AI don't use the declare war function. Only through focus tree.

I have now test over 20 hours a lot of ai with ai only fights and in my 237 hours in HOI 4 i never see the ai declare war on somebody beside the focus tree.
Even when they have a really bad realationship. But there are still a lot of generic factions, which should be declare a war for a real sandbox feeling. (Maybe with deactivation before start, when somebody need a historic game).

For what are the functions of war goals, claims, non aggression pacts, improve realtionship, when the ai use them but at same time don't use it.
They make claims, but don't attack somebody because of the claim. I even try to set the needed tension for wargoals to 0% but the ai don't use it. You can best see it, when the world war is over. After 1950+ nothing happend. But there are still a lot of factions with bad relationship and some new factions like ukraine, west germany, east germany, korea etc. So this means new factions. You can activate them before the start. They only generic and do nothing. Why? This would be so amazing to have a europa universalis feeling, because it looks like the functions are in but nobody use it. I can make a puppet, i can free a country, etc. But for what, when the game end after the war. I find it sad because its feel so much like a player only feature. The ai don't attack a generic country to make a puppet. The player can do this directly after making a wargoal and have after the peace a war buddy. Ai makes puppets, too. But only at the end of the game, when everything is over. They don't declare random wars because they hate each other.

My question now, for what are these function? Special the wargoal thing, when only the player use it to declare war on somebody. Why can't democrats declare war when on the same time
fascists can declare war but never do it beside the focus tree. I never understand this. These functions are ingame since the realese but i never see a random faction like turkey declare war on iran, etc. But when they have a bad releationship and even a claim, the ai should use this button, like in europa universalis.

Why does it only work through the focus tree?

Expert Ai mod has a setting to allow the AI to use that function when at certain world tension levels.

Thank you. I try it out and hope that the generic countries finally do something. Edit: With this mod it works! Thank you. But still sad that the function is ingame, but ai don't use it

The AI uses war justification even in an unmodded game but only in certain cases.

Most common case is that the justifying country has claims or cores in the target country which is considered weaker than them. Some focuses only give claims or cores, not a direct wargoal and AI still has to justify. Also there are some claims in the beginning of the game like Bulgarian claim on Greece. AI tends to justify for claims/cores only if at peace.

Another case is where there is a frontline the AI considers impossible to break and there is a possibility to get around it by attacking a neutral country. Sometimes you'll see Germany justifying on Belgium or Switzerland to get around the Maginot line when they don't have the Fall Gelb focus yet (early war with France). Also sometimes Germany attacks Sweden to get around a stuck front in the Norwegian mountains.
