I'm enjoying the patch, hunting achievements and bugs :)

I cannot put my finger on it, but it seems something changed with the AI doing development. Playing as the Mamluks conquering the Ottomans in the mid-1500's, their land gets more and more expensive to core. Ok, they were rich and had good rulers, it makes sense. But when I got up to Crimea, even they had +/-30 dev provinces (even outisde the capital).

Seems to me the AI is more eager to develop land which hurt me even more because I didn't take Administrative ideas because merc buffs aren't that good when you want to go to 100 professionalism.

Has anyone else collected AI dev data that seems weird or at least different to the last patch?

The Ottomans naturally generate numerous monarch points, and when they are slowly getting eaten they have this tendency of developping massively because they have nothing else to do. Afaik, this is not new, but someone can maybe confirm.

The Ottomans make sense. But I took Yedishkul from Crimea which held it from the beginning and only recently was foced to make it its capital. The province had 27 and starts with 10.

I have to check the map tonight and dive deeper into it. As of now it's just a feeling.

I can confirm that it easier to develop for the player as well, as tribal theocracies (or howvever the new religious government is called) get a special interaction to get -20% devcost in their capital. This coupled with the encourage development edict allowed me to easily develop even those Yemeni highlands into 30-dev provinces
