I don't want this to be the optimal way to deal with a superior foe. I was really looking forward to sorties because they'd make the game harder.
Is the AI supposed to sortie? Does this only happen to me?
If they did do it they'd be bad at it anyways. I'd be making them sortie all day just so I could have an intercept army win territories, and that'd be bad. Plus the game runs slow enough as it is.

There are ways to trick the A.I such as presenting a small army to be attacked and quickly supporting it with a bigger one. Clearly in this case it would be better for the A.I to actually attack his army and end the sieges. Really, it has no other option if it doesn't want to be at the OP's complete mercy.
