An interesting nuance is that AI is not able to resist sanctions, for example, after "The Greater Good" resolutions.
I watched the save on their behalf and in the main species they are trying to change the conditions of life, but for some reason they always still remain "Decent Conditions". Sometimes I noticed in the galactic community window that the AI is exempt from sanctions and returns again after a few days. I would also like the AI to give out favors less often and the price of favors was tied to the level of economic and military power of the AI. Not how I bought 10 favors from the strongest empires for 150 Exotic Gases. Then to usurp power in the galactic community

I also noticed that I cannot change the living standards of all species at once. For some reason, it changes in all, except for the main species. Then they have to be changed manually separately.

Buying Favors from powerful AIs might be a little too easy now that those favors can be used to force them to vote to declare themselves a Crisis in order to get rid of them.

Doing so is super fun, but it's more fun when it takes decades of careful diplomacy and espionage to secure all the needed Favors from the empires in the galaxy(Since empires that don't like you will never trade their Favors). It becomes jarring when the galaxy happens to be a super friendly one where everyone is willing to trade, and then out of nowhere BOOM everyone is voting to exterminate a friendly empire just because the player wants to win the game.

Yes, its so annoying that they do this. The AI will propose all the standard resolutions that are then voted into being, but then suddenly they start trying to do as many sanctions as possible which is really annoying if I'm part of the galactic community and have to suffer from these sanctions.

AI also makes deals with the mafia, but never builds police stations just to fight crime completely

People were complaining about the enforcer spam when playing as criminal megacorps so the Devs adjusted the weighting of those buildings to bot completely screw over criminal megacorps. The calculations are now more complex so that can result in some planets having certain amount of crime.

They start doing sanctions once the council is formed.
I also haven't seem them go very far ( usual medium sanctions at most)

Its more annoying since none other stuff gets done while everyone is upcoming them than the player getting punie by the sanctions.

If you are really annoyed by it become the custodian. That allows you to freeze resolutions.

The AI not only doesn't resist sanctions but will happily vote for ones it is in breach of without any particular manipulation.

The galactic council very often feels like a rubber stamp because the AI seems to love to vote yes on almost everything.

I feel like the AI shouldn't vote for sanctions, unless their enemy would be considered in breach of galactic law.

Sadly, this seems to be due to the fact that the GC is relatively new and basic. A lot of things could use some refining/tweaking imo. And, if you'll indulge me, I'd like to offer my two cents on that:

1. AI voting weights are all over the place. To me, it feels like the AI will always try to pass a law, even if they don't have to or if it actively hurts them. The checks for AI voting seem to be on a CAN basis, not a SHOULD basis.

2. Spiteful voting: It's well known that the AI will likely vote against an empire they hate while voting for empires they like. This kind of action makes no sense diplomatically. If they stand to benefit from a motion, they should support it, regardless of their opinions on the presenter. Diplomacy is business, not personal.

3. Ethos impact doesn't seem to matter. The AI seems to vote for laws that would negatively impact their empire on an ethos level. For instance, I've seen Materialists vote for the "Comfort the Fallen" resolution, despite the fact that it would increase Spiritualist attraction (something Materialists would never want). You can argue that they might be undergoing a shift in Ethos and this is how they'll switch to Spiritualism, but Internal politics need an overhaul before we get that complicated.

4. Empires never go rogue. If an empire is constantly being pressured by the GC and feels like it's being bullied, it should just leave the GC. For instance, if a slaver empire is under a large amount of stress due to Egalitarian laws being passed, it won't leave the GC and just continue to suffer all the penalties.

Even Fanatic Xenophobes will join the GC, despite considering Xenos as lesser. It makes no sense. The only empires that don't join are genocidal ones.

manual trading should just get removed in general I think, I know it is not the topic but it was brought up and honestly it makes the diplomacy and economy portion of the game a bit of a joke at times. You can trade in the market, and you can get favour from diplomacy traditions, the manual trading system is not really needed anymore.

I think more people hate the market compared to trading.

Inter-empire trade encourages economic growth and should be a factor in diplomatic relations, but when you can just make resources spawn from nowhere, what's the point?

After all, an empire who is dependent on your resources will likely be more friendly to you. An empire who needs resources but can't get them via trade (or refuses to) will likely be hostile. Control over resources grants you greater diplomatic weight (instead of this absurd mechanic where Trade Value, one of the most useless forms of resources, dictates it).

this is an interesting thought against the backdrop of cheap favors. Difficult to compare, but I would rather restrict direct trade between empires than the cheap favors that make you a galactic emperor. This is just nonsense against the backdrop of a controversial ban on trade between specific empires.

Tbh they only should have added a bribery mechanism :D It costs you more to maintain the branch office. The more law enforcement, the higher the cost. If you can't take it, close it down.

Some options should be given to the empire affected by the presence of a criminal branch office, but I always thought it should have been tied to some intelligence operations, and requiring a dedicated envoy.

Yeah I like this idea... enforcers makes the criminal branch's life miserable, but does not eliminate it. It encourages the Criminal Megacorp to re-evaluate if it's worth it.

An intelligence operation removes it by force, though. It can be multi-stage affair: first you have a planet decision, "investigation" blabla.. after it's done, an event pops up much like the first contact popup. There you can assign an envoy, charged with eliminating the criminal structure on the planet. All manner of events, setbacks and breakthroughs can happen.

yeah, it's like the Italian mafia is still alive and now set its sights on EU cash, infiltrating structures
like a recent news release:
