It seems that the AI doesnt 'see' Civil Wars at a real war and it keeps the army maintenance sliders to the minimum as in during peacetime. This may explain why the AI has long and dangerous civil wars while for humans they are trivial.

I've been playing a game as Rome. I had a civil war and I saved and switched to the rebel side. To my surprise, everytime I fought the 'legitimate' Roman armies, they were at minimum morale, the same with the garrisons, so it was quite easy to beat them with my ridiculous 3 province revolt and 20,000 soldiers. Since the Civil War continued for many years (conquering like 60 provs when you start with only 3 can be horrible), there were occasions in which a 3rd country would DoW me or the legitimate romans. When the legitimate romans were at war with another country, their morale was tops again. Thats when I realized that they had the army maintenance slider at minimum as in peacetime when fighting only against me, the revolters. It is a really serious bug, I hope it can be fixed ASAP.

At a side note, Civil Wars should involve more characters and provs joining the rebel side. It seems to me that all civil wars are started by some kind of event that gives 3 provinces to the rebel side, no matter how big the country is and how many armies and characters it has.
