Basically I'm looking for a) an actual challenge b) a believable world with great powers, meaningful alliances, etc.
I think it's fine enough for that—I'd say back to 1.29 conditions. Occasionally I can catch an ally not willing to honor a defensive CtA because of a combination of the Occupied and besieged provinces and ___ in debt modifiers, but typically once they're at peace debt alone isn't enough to sideline them. By and large alliances are meaningful and it seems some big tags aren't having much debt trouble at all—I even had my ally the Mamluks willing to join me in an offensive war in China recently. I can't say I've seen any AIs blobbing very big though, which would be nice to see a little more.

Majors getting into debt is still a problem. Russia, Poland and Ottomans are forever in debt. Spain is another country that the AI manages to mess up big time with regular frequency.

Had to abandon a Hungary game yesterday because my most important ally France was stuck with mercenaries, unable to disbandon them because they were attached to two armies, constantly building troops to get up to force limit, unable to pay for them, disbanding them, taking a new loan to build up to force limit, disbandoning the actual troops....and so on...
AI France 3k in debt with 10k manpower and less than 20k troops, including those damns miquelets mercenaries, early 1500s...

To answer your question:

It is a gamble if several majow nations simply drop out due to the mercenary bug and other factors or not, leaving you in a worst case scenario without any allies and worthy rivals because everyone is so deep into debt they will never recover.

Since he said he was looking for a challenge not for it to be easier I'd say that is a best case scenario. The worst case scenario for him would be your enemies are in a debt spiral and never answer CTAs.

The best that can be said is now is a good time to grab achievements because the ai is handcuffed by debt. It isn't as bad as 1.30.1, but it is still noticeable and hampering the ai. The implementation of the new Merc system and adding new building was at best sub-optimal.

Thee ai so far : gets into massive debt, is still coded to hire mercenaries as a last ditch option instead of rolling over and dying, will always go after your allys instead of attacking you to end the war, and will always either a) be stupid enough to fail horribly or option b) be smart enough to spite you. Even with all the brainless buffs they get that still stick around in the later half of the game they still manage to be stupid.

Both options are dumb as shit and and happen in equal measure.

The AI weights bank debt and estate debt differently. I've had 3k in estate loans which didn't even cause the AI to start screaming about "a union only in name" which they spam to -180 relations immediatly even with a loyal attitude if you even have the SLIGHTEST amount of loans. That might just be for personal unions though.
