Playtesting my mod and England in 39 randomly DOWs germany for seemingly no reason (no german beligerence etc)

It seems this is obviously because of an AI event but was wondering (coz im lookin and I cant see it) where events/AI switches on this matter are kept specifically?

And what is this purpose of this seemingly random act anyway?

When is it in 1939? Has Germany just taken any territory in an event? Such as Czecheslovakia or the Danzig event?
