AI merges his even light damaged armies to the end all the time. He even do it during retreating! It harmful for him in absolutely most cases. He often have not any second chance to re-hire his army, because of lacking or blocked home safe-zones where he could calmly purchase new regiments and utilize his remainder manpower.
There may be a simple algorithmic rule, working most cases much better, than simply merging for AI. If regiments left more than half of their quantity and AI have needed manpower to next month reinforce, then AI no merges. Dear Paradox, please, fix it. All the more so this issue already succesfully solved once upon a time in recent versions.
