AI Byzantine Emperor Gathering too many Duke Titles

A savegame would be really useful here, do you have one handy where this behaviour is present?

I loaded up the save and ended all the wars she was involved in. When I did, she gave away most of her titles. There might have been some work done on this internally, do you get the same results if you try the same?
