AI Byzantine Emperor Gathering too many Duke Titles

I was running an observe game and noticed the Byzantines were being attacked by a number of small nations and struggling When I looked to see why I saw that the Empress had many duke level titles and so all the vassals hated her and she couldn't raise any real sort of army looking back the previous emperor also had this issue. I have restarted the game a few times and she still refuses to give out the ducal titles.

I have the save here http://www.mediafire.com/download/vcpx48jkh9q77ll/---851_08_05.zip if that works I can't remember how I am supposed to give a save file. Also I just realized I messed up and didn't put the version number in the title of the post if it matters it is 2.3.4

I loaded up the save and ended all the wars she was involved in. When I did, she gave away most of her titles. There might have been some work done on this internally, do you get the same results if you try the same?

That did work, I suppose the issue is that since she had managed to accumulate so many of the titles resulted in all the vassals hating her resulting in no vassal levies meaning that more and more people declared war and the more and more factions which caused some issues.
