I think that AI countries should have some kind of built-in behavior. This is implemented now, but only for very few nations (the Grand Campaign ones, I think) and to a very limited level. Some examples:
1) Diplomatic relations: alliances between Spanish and Turkey in 1514? That's ludicrous. Diplomacy between different faiths (specially muslim and christian ones) should be very limited, at least until the XVIII century.
2) Grief memory: How is it that I can wage war to Venice and then ally with him two years after just by stuffing money on her? Nations should "remember" who his enemies are and should not easily bought by them
3) Expansion areas: It's very funny when you see Bristol owned by the Kings of Sant John, but that should not happen, or at least not as often as it happens now. Kings always preferred to rule a tight-packed set of territories. Emperor Charles even gave up Austria to his brother becasue his territories were too spread to be ruled effectively.
4)Some countries should have also some "missions" attached, right from the start of trigged at several dates. For example: some italian powers might prefer expanding thru Italy to unite the country. Same as Prussia/Brandenburg in Germany, same with Castille in Spain. In fact, the player should have this missions, so he can earn VP's for achieveing historical goals.
