I think that AI countries should have some kind of built-in behavior. This is implemented now, but only for very few nations (the Grand Campaign ones, I think) and to a very limited level. Some examples:
1) Diplomatic relations: alliances between Spanish and Turkey in 1514? That's ludicrous. Diplomacy between different faiths (specially muslim and christian ones) should be very limited, at least until the XVIII century.
2) Grief memory: How is it that I can wage war to Venice and then ally with him two years after just by stuffing money on her? Nations should "remember" who his enemies are and should not easily bought by them
3) Expansion areas: It's very funny when you see Bristol owned by the Kings of Sant John, but that should not happen, or at least not as often as it happens now. Kings always preferred to rule a tight-packed set of territories. Emperor Charles even gave up Austria to his brother becasue his territories were too spread to be ruled effectively.
4)Some countries should have also some "missions" attached, right from the start of trigged at several dates. For example: some italian powers might prefer expanding thru Italy to unite the country. Same as Prussia/Brandenburg in Germany, same with Castille in Spain. In fact, the player should have this missions, so he can earn VP's for achieveing historical goals.

I'm sure more things can be added to this list. What do you think?

There are innumerable examples in history of exactly this kind of behaviour. Just because someone was your enemy two years ago doesn't mean he is now.

Perhaps, but there should be some "grief". In the example given, I could diplo-annex Venice just 12 years after a massive war where i pillaged a lot of cities and destroyed almost all his army. Yeah, loyalties change, but I'd expect some backstabbing at least.

Well, I'd love seeing Venice betraying me in the middle of a war because I bullyed her in the past. What about a particular BB rating? Now countries will declare you war even if you have a +200 relationship if you have a higher enough BB rating. So what if we introduce it to particular relationships between countries? I can still ally with Venice but she will probably dishonour the alliance because I have a 150 BB rating with her due to past wars...

One thing that is needed is two real, hidden, unilateral relationship values (one for A->B and one for B->A) and one official value. The diplomacy in EU is pretty strange, what with the complete lack of deceit and treachery. Or maybe this or something similar is already being implemented, I can't say that I've followed the EU2 info very closely.

That's right, the ai needs some tweaking to reflect human behavior.
