I noticed that there is a method to change religion between religious groups not listed at http://www.eu3wiki.com/Religion#State_Religion_Conversion that is the option to enforce religious unity available to the hre emperor: if a state in the hre happens not to have the same religion as the emperor, regardless of its religious group, the emperor may ask them to change state religion to its own. It happened to me playing a pagan riga (samogitia rebels force converted it, i went bakrupt to see a pagan in the empire, Bohemia asked me to change religion).

Since the pagan province Samogitia in 1399 borders Riga, an OPM of the empire, I was planning to make pagan rebels force convert riga province, make riga emperor, enact all reforms up to proclaim erbkaseirtum or revoke the privilegia, return an OPM by releasing vassals, go bankrupt, become pagan (the province will remain pagan) and then enforce paganism to the whole hre.

Probably you may do even more amusing things, like making Ile de france join the empire in some ways (give it to the emperor), form france with korea and convert ile de france, you are now inside the HRE, be enforced by the emperor to become christian, become the emperor, revoke the privilegia, release korea (which is almost all of your provinces, if you act within 50 years from the formation of france..), become a confucian OPM, enforce confucianism to the empire. It could count as some sort of achievement. ;)

My question is: how does the AI chooses to accept or refuse the religion enforced by the emperor? When the AI emperor asks countries to change religion? Is there a file where to read (or mod) it? How are AI chances for this choices determined?

As far as I remember the rules of EU3 ... the electors do never vote for heretic (heathens) countries to be emperor.

Edit:
Sorry, I misread you post. - You want to change you state religion as emperor.

AFAIK it is just like any other decision, I'm not sure if you can mod it but if you have high trust/relations/diplo skill it usually works.
