Axis Germany having gentle occupation law just doesn't make sense at all, especially on the like of Poland, Russia, etc.

I can't speak for Russia, but people who actually went through both occupations in Poland overwhelmingly report that the german occupation was in reality "Gentle", and the Russian occupation ... well, it would probably be against forum rules to say the kind of stuff they did.

The "Ungentle" german occupation was planned for post-war, although there are no actual documents proving this, although you can suspect of it based on stuff Hitler was saying.

So "Gentle" might actually be historical here.
