Could an AI faction attack a Fallen Empire and accidentally wake it up and unleash it on the universe or are they hard coded to leave Fallen Empires alone please?

When a fly bothers an elephant it simply swats the fly. The elephant shouldn't be expected to rampage across the savanna.

Taking on Fallen Empires is one of the main reasons I'm interested in Federations.

As far as I know FE are just really strong factions with some built in AI constraints, sort of like China in EU4 with its factions and artificial constraints. So if a regular faction becomes powerful enough I think it'll go to war with a FE, just like how politics work in EU4.

Definitely.
If you've already jump yump drives and Tachyon Lances then the FEs would be just like everyone else.

What I think will be interesting to see is when a FE gets out of its "fallen" state, not sure how that actually works though? What causes a FE to start expanding again?
