I'm King of Scotland and Aragon. My vassals are at war with one another, but they refuse to fight! They've raised their levies which just stand in their home counties.
The first war started in 1259, the Albarracinian Claim on Lleida. Albarracin occupied the Barony of Lleida. Then Al-Andalus declared war on Scotland with most of the fighting in Aragon and Valencia. But, a small enemy army landed in Barcelona and were attacked by the Albarracin army beseiging Lleida. The Albarracin army won, but the remains of the enemy retreated and the Albarracin force chased them around Barcelona.
In 1267 Scotland triumphed over Al-Andalus, but by this time the Albarracin army was stood in the County of Albarracin and didn't resume the siege of Lleida.
A month or so later the Duke of Barcelona started the Barecelonian-Lleidan Ducal War over Lleida, and called in his allies - the Duke of the Isles and the Duchess of Lothian. Levies were raised in Empuries, Isle of Man and Dunbar - but they just stand there doing nothing.
