I noticed a trend in my current (hotfixed) aow game where Ottomans are more than happy to accept war reparations after a fast skirmish; so far so good, but they are accepting meaningless sums of gold from OPMs they have claims and cores on, and that any sane player would simply annex after a painless wait of some more years (or just go bash the weak crimean/circassian ally).
Candar, a Ottoman core, survived 6 wars in 50 years while being allied to a very weak Crimea: every time they get 100% occupied while Ottomans navy blocks Crimea (but troops aren't landing). In the first one they lost Kastamonu, and since then the Ottomans are just accepting war reparations. Other OPMs in the anatolian region weren't that lucky, but they were allied with each other so maybe it's a issue with alliances as well.
I think AI should give low priority to weak war reparations, especially when already filthy rich, and cheap cores should really be the final wargoal.
