AI and the court of justice

Though i have the feeling this is a bug i will post it here first.
Perhaps i'm wrong!?
As we know will the ai never build any training grounds in 1.01.
It seems so that the ai will also never build any court of justice though there are one or more of the crime buildings in their demense.
Has any one else experienced this?

Nope. Never seen the AI build either in 1.01. I tend to build them in newly conquored provs before handing over to vassals.

I do the same always with training grounds!

it looks like the ki builds nothing that costs gold over time. no traininggrounds, no court of justice, no schools, no churches, no larger keeps etc

Or is an EU2-esque thing at work where all such improvements disappear when a province is taken away?

no, i dont think they just disappear, and yeah i noticed that too. and it's probably a dang shame since i dunno about you guys, but i always get HUMONGOUS gold tributes all the time from muslim nations. tributes up to 9k in gold, yet they don't see training grounds as a worthy investment

Well. YOU get the tribute, not your vassals. Bet they`re still dirt poor.

well it indirectly does affect them since i have no need to tax my vassals anymore. and i do have vassals with thousands of gold, yet they still do not invest in certain improvements. i should've detailed what i meant earlier, but this is basically what i was trying to allude to

You`re right of course. It seems that the AI is reluctant to build anything that COSTS gold continually.

Does this mean that the AI never builds the bigger kinds of castles? That would be a pretty big advantage later in the game for the human player.
